USCCB issued this guideline to acknowledge the Church's commitment to inclusion and justice for people with disabilties.

Some of the guidelines, paraphrased, are:
*There is no separate Church for those with disabilities - we are a single flock
*Positive recognition of differences encourages unity and discourages discrimination
*unequivocal opposition to negative attitudes toward disability
*defense of right to life includes full rights to equal opportunity
*parish liturgical and catechetical programs should be accessible
*responsibility of both clergy and laity to assure parish doors are open, costs should not limit welcoming
*urge recognition and appreciation of contribution people with disabilities can make according to their God-given talents and capacity
*welcome qualified individuals with disabilities to ordination, to consecrated life, and to full-time, professional service in the Church
*become informed about disabilities and to offer ongoing support to the family and welcome to child with disability
*Evangelization promoted by diocesan staff and parish committees which include persons with disabilities, urge such development if none exist

These are great. I've always been impressed with the statements issued by USCCB.
In my experience the clergy is generally great about inclusion but the laity is struggling with it. I think more work needs to be done about that. When I go to Mass it's very uncomfortable it seems for everyone.
